Who Has Won the Most NBA Draft Lottery Picks

This year, on June 22, the Phoenix Suns, Sacramento King and Atlanta Hawks will get the first three picks in the draft. The order was decided via the NBA Draft Lottery system, where the top three picks are chosen from the 14 teams that didn’t make the playoffs. The rest of the teams get assigned their picks according to their win/loss record.

At the moment, only 19 out of 30 NBA teams have ever won the lottery, but the question is  which teams have won the most NBA Draft Lotteries, since 1985 when the system was implemented?
